Upper Chichester Township is now hiring for the position of: Director of Licenses and Inspections
The Director of the Licenses and Inspections Department provides leadership, policy direction and direct oversight for all department programs and operations. The Director ensures the fair and effective administration and enforcement of policies and regulations enacted to protect the life, health, and safety of all citizens.
In the Township organizational chart, The Director reports to the Township Manager and is responsible for oversight of all Departmental activities, including but not limited to code enforcement activities, zoning review and enforcement, UCC review and inspections, grading reviews and inspections, housing inspections and the issuance of use and occupancy certificates, health inspection, and administrative services. In addition, the Director is a part of the township leadership team and will regularly collaborate with other directors on activities aimed at improving service levels throughout the township.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Directs and supervises all L&I staff, third party inspectors / consultants ensuring efficient and effective delivery of departmental services
- Development of annual work plan and department budget
- Effectively manages the departmental budget to ensure financial goas are met while not sacrificing service levels
- Formulates and proposes changes to departmental policy and regulations.
- Provides updates of departmental activities to the Township Manager weekly, and to the Board of Commissioners monthly.
- Coordinates with Business Association and Rotary to administer “Helping Hands” Program.
- Ensures proper administration of various Boards including but not limited to the Board of Health, Zoning Hearing Board, and Property Maintenance Appeals Board
- Regularly reviews work of inspectors for quality control
- Evaluates and recommends contracts for outside services necessary to advance the goals of the department.
- Sets and monitors productivity and professional goals for staff
- Initiates, cooperates, and collaborates with Local, State, and Federal authorities concerning departmental activities when necessary.
- Provides overarching vision for the department and is responsible for achievement of annual goals and objectives.
- Performs other related work as assigned.
Qualifications
Education and Experience
- Bachelor’s degree from an accredited college or requisite experience
- PA State Certified Building Code Official, or able to obtain certification within 90 days
- Minimum of 5 years managerial, supervisory, or executive experience
- Experience working with political system, elected officials, constituents, and advocacy organizations.
Competencies, Knowledge, Skills and Abilities
- Excellent leadership skills.
- Excellent communication skills, oral and written.
- Knowledge of Microsoft Office software such as Word, Excel and Outlook
- Knowledge of Edmunds Govtech Software or experience with other ERP software
- Strong interpersonal skills.
- Strong Decision-making skills.
- Ability to function within a political environment without being political, politically savvy.
- Strong fiscal practices.
Since this is a new position in the Township the application must be able to:
- Develop a client-centered and community informed vision for the department.
- Develop and improve access to services
- Develop standards that and identify benchmarks in which to measure success
Physical requirements:
- Must be able to remain in a stationary position 50% of the workday.
- The person in this position needs to regularly move about inside the office to access file cabinets, office machinery, etc.
- The person in this position needs to be licensed to operate a motor vehicle and subsequently use a vehicle provided by Upper Chichester Township to travel throughout the township during work hours
- The person in this position needs to regularly move about on public and private property and structures to complete inspections.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- The person in this position frequently communicates with the board, management, coworkers, employees, vendors, and customers. Must be able to exchange accurate information in these situations
Additional Information
Salary Range: $80,000 to $100,000.00
